Runway 18R-36L Reconstruction and Vault #1 Replacement

Aviation Alliance Inc. was responsible for all professional electrical/mechanical design services for new electrical Vault #1 to replace an older vault for which physical capacity needs had been exceeded. Included were construction support services relating to submittal review, response to requests for information, and periodic construction observation. Issued for Construction plans and specifications were prepared and electronically submitted. Initially, the full electrical design was done, including all constant current regulators (CCR's) and accompanying airfield lighting control system (ALCS) equipment. However, the client ultimately decided to have the CCR's installed during the follow-on west runway reconstruction phases. The vault design incorporated a 750 kW, 480 VAC standby emergency generator with automatic transfer switch (ATS), 3,000-gallon above ground fuel tank with leak detection equipment, HVAC, 30 KVA transformer, and 1,000 KVA power service. Aviation Alliance Inc. was responsible for all professional lighting/signage/NAVAIDS design services for the conversion of T/W M to R/W 17-35, for reconstruction/relocation/protection of portions or all of R/W 18R MALSR, 36L LOC/DME, 3 RVR's, R/W 36L ALSF-2, 18R LOC, R/W 36L inner marker, and R/W 18R and 36L glide slopes, and for reversion of 17-35 back to T/W M at the end of the project. Additionally, we provided significant assistance for the NAVAIDS and electrical demolition plans. Included were construction support services relating to submittal review, response to requests for information, and periodic construction observation. Issued for Construction plans and specifications were prepared and electronically submitted. Construction of the grading, drainage, and service roads outside the Runway Safety Area was done prior to closure of runway. Shutdown of R/W 18R-36L and its NAVAIDS for reconstruction began February 2, 2002 and reopening was September 28, 2002.

T/W N Extension and T/W M Upgrade to IFR Runway

Aviation Alliance Inc.'s work encompassed all electrical and NAVAIDS design for the category III(b) Taxiway N (inner parallel to R/W 18R-36L) extension and for Taxiway M (outer parallel to R/W 18R-36L) upgraded in width to 150 feet to be an interim Runway 17-35 when R/W 18R-36L is reconstructed. Because of user needs, T/W M, which was to have been a VFR interim runway, was configured as an IFR interim runway and was served by a localizer for south flow and both a localizer and glide slope for north flow. Centerline lights and edge lights were installed. We designed REILS for both ends and PLASI for R/W 17 as well. Declared distances were utilized to provide proper safety areas and approach/departure clearances. Extensive duct banks and fiber optic cable for FAA facilities were added to the NAVAIDS work scope. All work was constructed substantially on schedule. On February 2, 2002 Taxiway M as Runway 17-35 was placed in service for the duration of R/W 18R-36L reconstruction. Basic construction support services were included in all phases.
