The initial phase of this contract was evaluation of the entire airfield lighting systems and field electrical vault. In the first follow-on design phase, AAI designed and prepared plans and specifications for a medium intensity edge lighting system with transformer cans and cable in conduit for Taxiway L between Runway 13L 31R and 13R 31L including improvements to existing signage.
AAI next, under emergency requirements, designed and prepared contract documents for the installation of all Runway 13R-31L edge lighting new cable in conduit. Scope was expanded to include final design documents for all airfield signage improvements.

The project included the following: Acquire land easement, widen Runway 12-30 (15'x 3600'), rehabilitate and mark Runway 12-30 to 13-31, relocate and replace runway lighting, relocate drainage channel, construct fueling apron, rehabilitate and mark existing taxiway system, reconstruct T-hangar taxiways, rehabilitate parking apron, overlay concrete apron, replace existing VASI-4 with PLASI, and construct perimeter fence. A critical aspect of this project was phasing for the runway widening from 60 feet to 75 feet since Runway 12-30 is the only paved runway. The solitary fixed base operator (FBO) could have suffered irreparable financial damage if the runway had been out of service an extended period. This was not considered in the funding agency's budget. The cost impact was reduced by designing a widening section using materials requiring a minimum construction time balanced against their overall cost.

We were responsible for all professional services to design airfield lighting and signage and to coordinate with electrical vault and lighting controls design associated with this project. Included were construction support services relating to submittal review, response to requests for information, and periodic construction observation. Record drawings were prepared and electronically submitted. Our work included Category III(b) lighting for this Group V runway and its entire taxiway system, including preparation for SMGCS (Surface Movement Guidance Control System). Several innovations, including development of junction can plazas in lieu of manholes, were generated in this project in response to our suggestions. Our work scope was expanded to analyze the existing airfield lighting control system (ALCS) and then expanded to provide specifications for a new ALCS (inclusive of IRMS communications). We provided significant construction support during the implementation of the ALCS. We additionally provided all design services associated with the ALSF in-pavement fixtures in both he new runway blast pads and existing taxiway and runway in the north RPZ as well as the circuitry, signage and lighting tie-ins for Taxiway ER and EL bridges. We reviewed and commented on all the FAA designer's navigational aids plans and specifications for facilities in the south RPZ. The runway opened to air traffic October 1, 1996 three months earlier than originally scheduled, and nearly $3 million under budget. Lastly for this project, we provided obstruction lighting analysis of two hotels within the north approach to the runway, design for the obstruction lighting of one, and basic construction services.
• Runway 18L Extension and NW Holding Apron
This project extended Category I Runway 18L 2,012 feet on its approach end and constructed a large inboard holding apron with 3 taxiways adjacent to Runway 18L. Aviation Alliance, Inc. provided significant study phase input for the NAVAIDS relocations and designed all lighting, signage, and marking for both temporary configurations and the completed extension. Construction support services were provided as well.
• Runway Extension 17C-Phase I
This project was the first phase constructed of the 2,012-foot Category III(b) Runway 17C northward extension. It relocated the threshold of Runway 13L, Runway 31R localizer/DME, Runway 13L REILS, Runway 31R Rollout RVR, and established a new NBP PAPI in place of the 6-box VASI. Aviation Alliance, Inc. provided the design for all NAVAIDS, NAVAID relocations, and all lighting and signage. The relocations required new site designs and extensive power and control cable re-routings. Major duct banks for FAA control and power cables as well as primary power were included by others and circuitry designed by Aviation Alliance. Signage and lighting involved all aspects of Category III(b) requirements and SMGCS planning.

Aviation Alliance, Inc. was responsible for all professional services to design airfield lighting, signage, and pavement marking and to provide associated construction support services. Work included a change of Taxiway WK to a triple taixlane between the west side inner parallel Taxiway G and Terminal 2W apron; expansion of the associated terminal aircraft south and north hardstands; and temporary and permanent relocations of the ARFF road within the affected areas. This project was placed on an accelerated schedule with design performance limited to two months time. Major coordination requirements involved the Airport Operations and Public Safety departments and American Airlines.

This project extended Category III (b) Runway 18R 2,012 feet on its approach end and constructed parallel Taxiway E. Aviation Alliance, Inc. provided significant study phase input for the NAVAIDS relocations and designed all lighting, signage, marking, and NAVAIDS for both temporary and completed configurations. SMGCS considerations were included in the circuitry and coordination with the ongoing SMGCS construction contract was accomplished during the construction phase. Aviation Alliance, Inc. additionally provided the Power Coordination Study for the FAA facilities in the airport's northwest quadrant and construction support services.
• Design of Perimeter Taxiways - Phase 1
This project established a final engineering report and 15% schematic design of a perimeter taxiway system to minimize the potential for runway incursions and improve airport capacity at DFW. Aviation Alliance, Inc. was responsible for 1) all airfield lighting and signage including runway guard lights, vault modifications, and ALCS updates and 2) FAA NAVAIDS power and control, ASDE reflectors, approach light lane modifications, and other FAA structures potentially impacted by the perimeter taxiway.

This project consisted of the Southeast Quadrant of DFW's Perimeter Taxiway system and a new high speed exit (13,000 LF total) to minimize the potential for runway incursions and improve airport capacity. Aviation Alliance, Inc. was responsible for all design of airfield lighting and signage including runway guard lights and vault modifications to add new circuits/regulators and update ALCMS. We additionally performed design for FAA NAVAIDS which included relocation of FAA power, control, and fiber optic cables as well as an ASDE reflector. The Runway 35L MALSR approach light towers were adjusted, including several new foundations, due to the addition of a visual screen which protruded into the existing approach light plane. Construction support services also were provided.

Aviation Alliance, Inc. was responsible for all design of centerline and edge lighting demolition and layout. Temporary jumper layouts were required for each of the seven construction phases. Work also included investigation of associated circuit loadings and development of a bid alternate for replacement of existing quartz centerline fixtures with new LED fixtures.

We provided all electrical and NAVAID services for this project which reconstructed Runway 17R-35L and several taxiway and apron areas. Our work included an infrastructure and electrical "cleanup" of the existing SSALS on each runway end which were modified from the original ALSF-1; change of primary airfield power from 4,160 to 480 volts; change out of all regulators to a switchgear regulator system and new emergency generator along with associated equipment; new airfield lighting and communication duct banks; new lighting control panels in the ATCT and vault; and demolition of the abandoned midfield transformer site. The vault rehabilitation included air-conditioning and removal of louvered areas in the walls. We also provided basic construction support services. After completion of design, the project was placed on hold for more than six months, was then bid, and construction started January 2001. During construction, the City accepted a contractor proposal to provide a computerized airfield lighting control system, which we had earlier recommended.

These three projects encompassed the New North Vault and Security Fence (522F), 8L-26R Connector Taxiways, Bridges, and Off-Site Drainage (522G), and New Runway 8L-26R and Parallel Taxiway (522H). Aviation Alliance's responsibilities were the following: HAS and FAA communications duct banks and manholes (522F); lighting and signage for Connector Taxiways NE and NP, EE Extension, WE, NK, and CC inclusive of HAS and FAA communications and HAS airfield lighting duct banks (522G); and lighting and signage for new Category III Runway 8L-26R and its parallel and connector taxiways, including supplemental wind cones (522H). The Client decided after bids were taken to change the end taxiways joining the runway to dual taxiways. This generated additional in-pavement taxiway lighting and circuitry. We also provided basic construction support services of submittal review and response to requests for information.

As part of this runway rehabilitation project which consisted of a 13 inch pavement overlay, Aviation Alliance developed modified approach light lanes for the ALSF-2 and MALSR systems to minimize construction of new foundations. Approach light system modification tables summarizing the adjustments required were prepared for both systems. Modifications included new threshold bars and stations within the blast pads. Additionally, provisions were made for infrastructure (cans and conduit) installation for future ALSF on Runway 9 within the new blast pad pavement. All modifications and facility requirements were coordinated closely with FAA Technical Operations and SMO personnel.

Aviation Alliance Inc. is responsible for design, plans and specifications, and basic construction phase services of the electrical portions of the project. The project involves reconstruction of approximately 3,000 feet of taxilane and adjacent service road while fixed base operations and airline maintenance facilities remain active in close proximity. AAI's work encompasses establishment of new edge lighting on the east side in turf and pavement and all in-pavement lighting on the west (ramp) side. The in-pavement lighting will extend southerly beyond the reconstruction limits to the south end of the ramp area. Additional scope includes establishment of a 16-way duct bank and 3 electrical manholes between the west property line and the east side of the taxilane. The duct bank will serve the planned new air traffic control tower with 12 ducts for the FAA and 4 for the City.

Aviation Alliance, Inc. provided all electrical design and basic construction support services for this project which extends well beyond the project name. Included in our scope are the following: Adjust R/W 17-35 edge lights; reconfigure all taxiway lighting circuits and install cans and conduit for all taxiways southeast of Runway 4-22; reconfigure T/W F edge lights; Install centerline lights on Taxiway C from R/W 4-22 holding position through T/W K intersection; Install signage to meet FAR 139 requirements; Provide new control cable for R/W 22 localizer interlock with R/W 4 localizer; Expand communications duct; provide ARFF emergency telephone; provide security camera on new ATCT; Provide computerized Airfield Lighting Control System (ALCS). The City chose to include the ALCS as a cash allowance item. Continual coordination and communications with Airport Management, Operations, Maintenance, and FAA HOU ATCT Management and Union and FAA Tower Program personnel were developed to ensure that the designed ALCS met all parties' needs. IRMS (insulation resistance monitoring system), which we had initially recommended, was added to the scope of work. Construction is complete, and the ALCS is in use.

Aviation Alliance Inc. was responsible for design, plans and specifications, and basic construction phase services of the electrical and navigational aids portions of the project. This work encompassed Runway 12R-30L high intensity edge, centerline and touchdown zone lighting; high speed exit taxiway centerline lighting; the removal and reinstallation of the existing MALSR in-pavement light stations 2+00 through 10+00 and vertical extension of the 18-light MALS threshold bar; interlocking Runway 12R centerline lights with the existing Runway 12R MALSR; touchdown and rollout RVR's for Runway 12R (deleted because programmed to be done in an FAA F&E project); localizer/DME for Runway 35; and REIL's for Runway 35. Incidental scope included the modification of the tower airfield lighting panel and controls, RVR controller display units and data processing unit installation in the control tower (deleted because to be done in the F&E FAA project), electrical vault modifications including circuit selector switches and regulators, and the preparation for future removal of the existing displaced threshold allowing for reconfiguration of TDZ lights within the displaced areas of each end of Runway 12R-30L. The runway upgrade and storm drainage were completed late 1995. Because of FAA preferences, we were asked to relocate the proposed localizer to Runway 22 and interlock it with the localizer for Runway 4. The design work and FCC and FAA coordination were done and a construction change order was processed. Interlock was completed in early 1997, but an alternating current hum on the 50 pair control cable denied use of the facility. AAI was contracted by the City to assist in solving this problem, and a separate run of control cable isolated from all other airfield/NAVAIDS cables and manholes have successfully resolved the issue.

Aviation Alliance, Inc. performed all design to replace the runway edge lighting system, install a complete taxiway edge lighting system, replace the primary wind cone, and construct a new airfield electrical vault. A new airfield lighting control panel was designed for the Air Traffic Control Tower. All lighting system cable was placed in conduit and the lights were installed on cans housing the isolation transformers. Phasing of the project kept the runway open to air traffic nearly the whole time.

Aviation Alliance, Inc. provided all electrical design and basic construction support services for this complete upgrade of the airport's ALCMS. Included in our scope were the following:
• QA review of Prime's design of airfield lighting and vault modifications.
• Identified new system reporting, failsafe and expandability needs; evaluated ALCMS system hardware and software options compatible with assessed needs.
• Prepared specification sections for ALCMS performance requirements, Contractor selection criteria and fiber optic communications.
• Expanded fiber optic communications and provided wireless network for remote monitoring via laptop computer.
• Identified system setup/integration requirements and developed training, warranty and support after warranty requirements.
The City chose to install the ALCMS as a separate contract from airfield electrical improvements designed by the Prime. Continual coordination and communications with Prime in addition to Airport Management, Operations, Maintenance, and ATCT Management and Controller personnel were developed to ensure that the designed ALCMS met all parties' needs.

Air Cargo Apron Construction - Phase I
Aviation Alliance, Inc. (AAI) was a consultant for San Antonio on construction of a new concrete air cargo apron with two connecting taxiways to Runway 3-21 at San Antonio International Airport. The work area encompassed 27 acres with 18 acres of pavement having a design section of 16 inches PCC on 10 inches of cement treated base over 8 inches of lime-treated subgrade. Due to the sizable increase in runoff, the drainage design was a challenging aspect of the design work. No increase of the City of San Antonio's effective drainage area was permitted, and the existing airfield drainage was already beyond capacity. A cost efficient system was devised that incorporated an underground storm system for the apron leading to an outlet structure for sheet flow to a creek nearly a mile away. The project included taxi guidance signs, some 160 taxiway and apron edge lights, home run to the electrical vault, and taxiway, taxilane, and apron marking. Floodlighting for both the cargo apron and the cargo building parking lot was designed. The cargo building asphaltic concrete parking lot has 70 vehicle spaces and the adjoining dock level concrete freight loading areas has access for 12 trucks. Gas, water, sewer and power utilities were brought to the site for Phase II construction of the air cargo buildings. Suitable water connections and accessible sewer were 1 and 2 miles away, respectively. AAI employees were consulted and involved throughout the design phase. Low bid was 6 percent below the estimated construction cost of $ 5,500,000.

Taxiway C Construction (17,000 SY asphalt concrete pavement; MITL; marking; relocation of Runway 2-20 threshold lights; underdrain and storm drainage). Terminal and Itinerant Parking Apron Rehabilitation Overlay of about 25,311 square yards of 1940's vintage concrete apron. We developed a partial sheet flow design and included milling to match grades where necessary. Additional features of this project included semiflush retroreflective markers, reflective marking, ground rod installation, and signage.
